One of the main functions of the Federal State Budgetary Institution "VNIIKR" is the scientific and methodological guidance of the activities of institutions subordinate to Rosselkhoznadzor in the field of plant quarantine, as well as the practical support of Rosselkhoznadzor's activities in the field of quarantine phytosanitary surveillance and control.
Every year, the Federal State Budgetary Institution "VNIIKR" conducts over 1 million assessments of imported and domestically produced quarantine products. The staff of the Federal State Budgetary Institution "VNIIKR" not only conduct phytosanitary risk analysis in accordance with international requirements but also provide economic justification for the losses posed by the introduction of pests into the Russian Federation.
The international cooperation of the Federal State Budgetary Institution "VNIIKR" develops every year. Participation of the Center's specialists in international conferences, the work of the EPPO, meetings of expert working groups, and sessions of the EPPO and FAO Councils has become a tradition. Specialists from the All-Russian Plant Quarantine Center undertake internships at leading scientific institutions in Russia and internationally and visit foreign countries as part of official Rosselkhoznadzor delegations. During these visits, specialists determine whether the phytosanitary control systems of exporting countries comply with Russian phytosanitary requirements.
Over the years of active work, the Federal State Budgetary Institution «VNIIKR» has reached a new, higher level of development.
Among the most promising areas:
development of rapid methods for the detection and diagnosis of quarantine organisms, making the work of the quarantine phytosanitary service more efficient and timely;
preparation of methodological guidelines for the containment and eradication of outbreaks of quarantine objects;
development of new areas related to the conservation of biodiversity and the general trend toward greater environmental focus in the activities of national plant quarantine and protection organizations;
improvement of the procedure for phytosanitary risk analysis of pests posing the greatest threat to the territory of the Russian Federation, using the CAPRA software and new phytosanitary risk assessment tools and methods;
preparation and continuous updating of the unified List of quarantine pests for the Customs Union countries based on the results of phytosanitary risk analysis;
harmonization of phytosanitary rules and regulations for the territory of the Customs Union;
development of national standards and organization standards in the field of plant quarantine;
expansion of the range of synthesized pheromones of quarantine objects, including species absent from the territory of the Russian Federation;
improving the effectiveness of pheromone traps for detecting quarantine pests by refining the synthesis process, increasing the purity of substances, and combining attractant components;
widespread introduction of pheromone traps into the practice of the Russian phytosanitary service for the timely detection and containment of outbreaks of quarantine pest species;
expansion of the entomological, mycological, carpological, and other collections of the Federal State Budgetary Institution «VNIIKR».
To accomplish these tasks, a modern laboratory and greenhouse complex is being built, and the latest laboratory equipment and highly sensitive test systems are being acquired.
To ensure more efficient interaction between the Center and its branches, a corporate information network of the Federal State Budgetary Institution «VNIIKR» is being created.
