The department (until February 2016, the Organizational and Analytical Department) was established in 2006 under the leadership of V.P. Knyazeva, PhD (Biology). Since June 2016, the department has been headed by N.N. Tinaev, PhD (Biology).
At the request of Rosselkhoznadzor, the department systematically collects information on the work of federal state budgetary institutions subordinate to Rosselkhoznadzor working in the field of plant quarantine. Based on the data obtained, it prepares consolidated reports and analytical materials on the institutions' performance.
Constant interaction with the branches of the Federal State Budgetary Institution "VNIIKR" is carried out to ensure oversight and assistance in the implementation of production tasks. Data on the production work of the branches of the Federal State Budgetary Institution "VNIIKR" is regularly processed, data is analyzed, and consolidated reports are prepared.
The organization of work under state orders is ensured within the framework of control and supervisory activities of the territorial offices of Rosselkhoznadzor and quarantine phytosanitary monitoring within the framework of Rosselkhoznadzor's activities to ensure compliance with the requirements of the WTO SPS Agreement.
Annual reports on the production activities of the branches of the Federal State Budgetary Institution "VNIIKR" and the Federal State Budgetary Institutions subordinate to Rosselkhoznadzor are prepared.
At the request of Rosselkhoznadzor, the Information and Analysis Department collects weekly operational information on the work of the territorial offices of Rosselkhoznadzor in the following areas:
Detection of critical contamination during the import of quarantine products into the Russian Federation and the measures taken;
Violations of international and Russian phytosanitary requirements during the supply of quarantine products to the Russian Federation;
Violations of the rules for transporting quarantine products in carry-on baggage and passenger baggage;
Information on seeds and planting material imported into the Russian Federation. The data obtained is processed and used to compile analytical and reference materials for Rosselkhoznadzor.
Analytical information based on the results of work carried out by Federal State Budgetary Institutions subordinate to Rosselkhoznadzor is prepared for publication on the agency's website.
