The Federal State Budgetary Institution "All-Russian Plant Quarantine Center" (VNIIKR) occupies a special place within the Rosselkhoznadzor system of institutions. It is both Russia's central plant quarantine laboratory, managing a robust network of regional branches and laboratories, and a research center of international significance.
As the brain center of the Russian Plant Quarantine Service, VNIIKR conducts intensive research on pests that pose a threat to agriculture, and therefore to the Russian economy. Research results are translated into scientific monographs and dozens of methodological guidelines for the detection and identification, as well as the localization and eradication of pest outbreaks, plant pathogens, and weeds. VNIIKR also trains new personnel: over a thousand Russian and foreign plant quarantine specialists have already completed training courses at its training center.
In practical terms, the scientific potential of the Federal State Budgetary Institution "VNIIKR" is realized daily in its work, ensuring that the territorial offices of the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) carry out control and supervisory functions related to ensuring the country's quarantine and phytosanitary security. Thanks to the work of plant quarantine specialists, the importation of dozens of species of quarantine organisms into the Russian Federation is prevented annually, including such dangerous ones as the khapra beetle, the western (Californian) flower thrips, the Mediterranean fruit fly, and the oriental codling moth.
Specialists from the Federal State Budgetary Institution "VNIIKR" participate in monitoring the territory of the Russian Federation to identify quarantine pests.
Several specialists from the institution serve on expert groups of the European and Mediterranean Plant Protection Organization. They actively exchange experience with specialists from other countries.
The scientific and methodological developments of the scientists from the Federal State Budgetary Institution "VNIIKR" are widely used not only in the plant quarantine system of Russia but also in other countries.
