The department was established in August 2017 on the basis of the Department for Interaction with Rosselkhoznadzor.


MAIN ACTIVITIES:


Scientific and methodological support for Rosselkhoznadzor's activities;

Systematization and analysis of scientific and production information in the field of plant quarantine;

Cooperation between the Federal State Budgetary Institution "VNIIKR" and the territorial offices of Rosselkhoznadzor on the establishment or abolition of quarantine phytosanitary zones in the Russian Federation.

In accordance with the decision of the Customs Union Commission on Ensuring Plant Quarantine in the Customs Territory, specialists from the Phytosanitary Biology Department collect, systematize, and analyze information on the types and volumes of quarantine products imported into the Russian Federation, originating from Customs Union countries, and imported into the Russian Federation in transit through EAEU countries. This consolidated information is submitted to Rosselkhoznadzor on a monthly basis. In addition, the department collects and analyzes information on identified plant quarantine violations related to the arrival of quarantine products from Customs Union countries.


Based on the biological characteristics of quarantine pests, the department's specialists systematize and analyze information received from the territorial offices of Rosselkhoznadzor regarding the establishment or abolition of quarantine phytosanitary zones in the Russian Federation and ensure that this information is updated on the official Rosselkhoznadzor website.


The department's specialists promptly collect and analyze information received from the territorial offices of Rosselkhoznadzor regarding the detection of quarantine pests during domestic shipments of various types of quarantine products and the measures taken against imported quarantine products, domestic quarantine products exported from quarantine phytosanitary zones, and domestic quarantine products arriving from quarantine phytosanitary zones.


Every year, the department's specialists collect, process, and analyze information received from the territorial offices of Rosselkhoznadzor on the quarantine phytosanitary status of the regions. Based on this information, the department annually compiles a reference book on the quarantine phytosanitary status of the Russian Federation.


The department's research staff participates in the preparation of pest risk analyses, the development of recommendations for quarantine phytosanitary measures in areas where quarantine pests are present, the preparation of organizational standards, methodologies, and other documents in the field of plant quarantine, and conducts scientific and practical seminars to enhance the qualifications of Rosselkhoznadzor specialists in plant quarantine.
